Global Tel*Link Takes Steps to Protect Innovation, Competition


Company Stands-Up to Anti-Competitive Practices, Bullying in the Marketplace FOR IMMEDIATE RELEASE RESTON, Va., March 11, 2014 -- Global Tel*Link (GTL), the leading provider of integrated correctional technology solutions, today announced that it has asked the U.S. Patent and Trademark Office to review the validity of a patent Securus Technologies has used to file lawsuits against its competitors. This is the latest step that GTL has taken to end what it believes is Securus Technologies' practice of suing rivals for patent infringement, instead of competing in the marketplace.
"As the market leader, GTL has a responsibility to protect the industry from misleading tactics such as this," said Brian Oliver, Chief Executive Officer of Global Tel*Link. "Securus' patent- trolling activity stifles innovation, imposes unnecessary costs, and ultimately hurts the customer. Furthermore, it poaches the work of real inventors."
It is GTL's contention that Securus took existing ideas from the marketplace, made slight and obvious alterations, and packaged them as its own intellectual property. "We will demonstrate that the 'crown jewel' of Securus' patent portfolio is nothing more than a masquerade," Oliver stated. "You cannot use well-established technology and claim you have invented something new simply because you use it in a correctional facility."
GTL is the most recent target of the "sue and settle" strategy Securus has utilized to intimidate competitors for more than 10 years. Their strategy begins with intellectual property claims, and results in 'bullying' competitors into settlements to avoid the costs and distraction of litigation. In October GTL announced it intends to end the "sue and settle" practices of Securus and vehemently defend itself against fraudulent claims and litigation.
"We are taking this position to protect our business, our customers, and the marketplace we serve," Oliver added. "As an industry leader, we welcome healthy competition, but Securus' tactics have nothing to do with fair competition. It is simply a strategy designed to intimidate."
GTL's first front against these practices is in the U.S. Court in Texas, where the company is vigorously defending itself against false claims of infringement and is asserting its own patent portfolio. The step taken today will require the U.S. Patent and Trademark Office to review the validity of U.S. Patent No. 7,899,167 – a patent Securus Technologies has used to file lawsuits against more than five competitors.

Global Tel*Link Intake Kiosk Identifies Counterfeit Money

FOR IMMEDIATE RELEASE August 7, 2013, Mobile, AL – Counterfeit bills pose a financial risk to correctional facilities throughout the United States. The Bergen County (NJ) Sheriff's Office has found a way to combat the spread of counterfeit bills with the addition of a Global Tel*Link OffenderConnect® intake kiosk to their booking process. On two recent occasions, the intake kiosk at the Bergen County jail detected counterfeit bills in funds brought by individuals as they were being booked into the correctional facility. In both instances, the bills were part of a large amount of bills deposited into the inmates' trust fund account. Bergen County officers were alerted to the presence of the counterfeit bills with the rejection of the bills by the OffenderConnect intake kiosk. Detecting counterfeit bills while being deposited by inmates at booking, rather than when the deposits are taken to the bank prevents the Sheriff's Office from absorbing financial losses from those bills, and allows the county to provide both the bills and the identity of the inmate possessing the bills to the US Secret Service for investigation. Prior to installing the OffenderConnect intake kiosk, the Bergen County Sheriff's Office absorbed all losses from counterfeit bills that were accepted from inmates being processed. "We have been hit with phony bills in the past," said Lieutenant Michael Russo of the Bergen County Sheriff's Office, "If you don't catch them (the bills), the chain of custody is broken, so even if you suspect who passed the bills, you can't tie it to them." Without an individual to tie the counterfeit bills to, there is no way to recoup the funds added to an inmate's account, resulting in losses for the county. Counterfeit bills are getting harder to detect as counterfeiters adapt to technologies designed to find the bills, making successful detection by technology like the OffenderConnect intake kiosk all the more valuable. Mayor Vincent C. Gray Announces Implementation of Video Visitation for D.C. Jail Inmates

FOR IMMEDIATE RELEASE New Video Visitation Center Housed within the D.C. General Hospital Complex Washington, DC, USA – Mayor Vincent C. Gray today announced that the D.C. Department of Corrections (DOC) has moved forward with implementation of a pioneering model for inmate visitation via video conferencing. This technology connects inmates housed at the D.C. Jail with their visitors via the department’s state-of-the-art Video Visitation Center, located within the D.C. General Hospital complex. "I’m excited to announce this new visitation technology, because it will significantly streamline visitor check-in, improve the management of inmate visitation and improve safety and accessibility for family members and friends," said Mayor Gray. "It’s the right solution for our visitors, incarcerated persons and staff members at the D.C. Jail." The Department of Corrections’ implementation of video visitation is supported by a strong working partnership with Global Tel*Link (GTL), their current provider of inmate telephone service. GTL understands the District is a unique jurisdiction, but one that can benefit from the video-visitation technology the firm has implemented in large and small jails across the country. It allows for an increased number of daily visits (DOC will be able to double visits from 200 to 400 per day using the technology), reduces congestion and long lines for visitors, eliminates the need for invasive security measures (such as pat-downs and frisking) and cuts down on security-related and staffing costs. The D.C. Jail’s new Video Visitation Center is set go live on July 25th. This project has involved renovation of space in the D.C. General Hospital complex along with the installation of 108 video units and the supporting infrastructure (including 54 units for visitor use at the Video Visitation Center and 54 in the jail’s housing units, where inmates will access the system). The new video-conferencing protocol impacts the social visitation process for all D.C. Jail inmates as well as juveniles being adjudicated as adults who are in the custody of DOC, but housed separately at the Correctional Treatment Facility. The legal visitation process remains the same, with 24/7 access continuing in the jail. With video visitation, the entire process – from scheduling to the inmate/visitor connection – is made simple. The public now has the option of scheduling visits by telephone or through a secured website portal, after which they report to the Video Visitation Center on the specified day, confirm their scheduled appointment and begin visiting after being assigned a video station. DOC Director Thomas Faust is optimistic about the system’s impact in the District of Columbia. "I view implementation of video visitation as another step toward improving operational efficiency within the D.C. Jail," he said. "I am also confident that there will be marked improvements in facility security, with diminished opportunities for bringing all forms of contraband in to the facility."

Salt Lake County Sheriff’s Office makes arrest after using information from jail management system.

FOR IMMEDIATE RELEASE Offender Management System assists in criminal investigation. Altoona, Pennsylvania – April 1, 2010 – When conducting an investigation, being able to quickly gather data can mean the difference between making an arrest and having a suspect on the streets, possibly committing more crimes. With help from their new Offender Management System, the Salt Lake County, Utah Sheriff’s Office Corrections Bureau was able to quickly retrieve information from their database and provide a lead to the detectives who were investigating a serious crime. During the summer of 2009, the Sheriff’s Office was investigating a crime with very little information available to assist them in solving it. The detectives who were working the case turned to the Corrections Bureau for help. Armed with a brief physical description of the suspect, the detectives followed their normal routine and asked the Corrections Bureau to query their records in the jail management system. Instead of contacting the Information Services staff to perform a database query, the Corrections Bureau decided to utilize the newly purchased Offender Management System to perform the task. The Corrections Divisions Computer Liaison Sergeant, who was in a training session being held for the new Offender Management System, took the information and ran it against the corrections bureau’s converted data that was being used for training and testing purposes. Using the suspect’s height, weight, age range and a partial description of a tattoo, the Sergeant ran a query against the new system. Using the limited information, the query yielded a pool of 238 possible matches of current or former inmates. From those query results, a photo lineup was created and the sergeant was able to narrow down the potential offenders to two very likely suspects. Printouts of the two were made and handed off to the Detective Division. The detectives identified one of the potential suspects as a “person of interest” based on his place of residence being within a two block radius of the crime scene. Upon investigation, an arrest warrant was issued and the suspect was arrested shortly thereafter. “It was very gratifying to us that even before Go-Live implementation; the OMS was already being successfully utilized as an investigative tool and was of great value in solving a crime in short order” said Captain Richard Church, of the Salt Lake County Corrections Bureau. “This search was conducted during a training class to prepare the jail staff in using the OMS. They quickly learned firsthand just how easy it was to use and the types of information that could be extracted for use by other divisions and agencies. Our efforts to preserve and convert all possible existing data from our previous system paid off by making this information readily available.” The Salt Lake County Sheriff’s Office awarded Digital Solutions / Inmate Telephone, Inc. (DSI / ITI) a contract to install and implement their industry leading Offender Management System at the Corrections Bureau in 2008. In November 2009, the Offender Management System (OMS) was placed into production at the Corrections Bureau of the Salt Lake County Sheriff’s office. The Detective Division and Patrol Precincts, along with other local law enforcement and criminal justice agencies, now have the capability to export data directly from OMS without contacting the Corrections Bureau for assistance. This ability not only provides for quicker investigations by investigators, but ensures that corrections officers can conduct their responsibilities both safely and efficiently. Captain Church also elaborated on how the OMS will improve their experience. “This product is aptly named, at least in our case. The monumental change from a text based, mainframe database system was like night and day. While we previously used a system that was written in-house to preserve all relevant prisoner management data, it had extremely limited provisions for reporting and data extraction, which required a few staff with specialized tools and talent to facilitate that analysis. Now, the system is accessible by anyone with a computer, whether on or off-site, allowing for remote bookings by mobile data terminals, instant reporting at crime and major incident scenes, and easy access to all of the previous data to any authorized persons.
