Global Tel*Link Takes Steps to Protect Innovation, Competition

Company Stands-Up to Anti-Competitive Practices, Bullying in the Marketplace FOR IMMEDIATE RELEASE RESTON, Va., March 11, 2014 -- Global Tel*Link (GTL), the leading provider of integrated correctional technology solutions, today announced that it has asked the U.S. Patent and Trademark Office to review the validity of a patent Securus Technologies has used to file lawsuits against its competitors. This is the latest step that GTL has taken to end what it believes is Securus Technologies' practice of suing rivals for patent infringement, instead of competing in the marketplace.
"As the market leader, GTL has a responsibility to protect the industry from misleading tactics such as this," said Brian Oliver, Chief Executive Officer of Global Tel*Link. "Securus' patent- trolling activity stifles innovation, imposes unnecessary costs, and ultimately hurts the customer. Furthermore, it poaches the work of real inventors."
It is GTL's contention that Securus took existing ideas from the marketplace, made slight and obvious alterations, and packaged them as its own intellectual property. "We will demonstrate that the 'crown jewel' of Securus' patent portfolio is nothing more than a masquerade," Oliver stated. "You cannot use well-established technology and claim you have invented something new simply because you use it in a correctional facility."
GTL is the most recent target of the "sue and settle" strategy Securus has utilized to intimidate competitors for more than 10 years. Their strategy begins with intellectual property claims, and results in 'bullying' competitors into settlements to avoid the costs and distraction of litigation. In October GTL announced it intends to end the "sue and settle" practices of Securus and vehemently defend itself against fraudulent claims and litigation.
"We are taking this position to protect our business, our customers, and the marketplace we serve," Oliver added. "As an industry leader, we welcome healthy competition, but Securus' tactics have nothing to do with fair competition. It is simply a strategy designed to intimidate."
GTL's first front against these practices is in the U.S. Court in Texas, where the company is vigorously defending itself against false claims of infringement and is asserting its own patent portfolio. The step taken today will require the U.S. Patent and Trademark Office to review the validity of U.S. Patent No. 7,899,167 – a patent Securus Technologies has used to file lawsuits against more than five competitors.
The combination of this latest action with the introduction of GTL's new brand for integrated correctional technology solutions, underscores the company's commitment to the market. Specifically, the company remains steadfastly dedicated to developing, deploying, and supporting a robust and ever-expanding portfolio of technologically superior and innovative products and services for correctional facilities. In this manner, customers should be confident that there will be no disruption of the services or technologies provided by GTL.

Global Tel*Link, Leader in Correctional Communications Technologies, Takes Action to Protect Innovation and Competition in the Marketplace

FOR IMMEDIATE RELEASE October 21, 2013, Reston, VA – Today, Global Tel*Link (GTL), took action in federal court to protect its proprietary, cutting-edge technology and to end the “sue-and-settle” lawsuits that have become Securus Technologies’ trademark in the industry. First, in response to Securus’ latest round of litigation, GTL told a federal court in Texas that Securus is barred by contract from bringing patent claims against GTL, that Securus’ patents are invalid and were obtained through false statements and that GTL does not use Securus’ patented technology in any event. In a separate case filed today in Virginia, GTL outlined how Securus has systematically infringed on GTL’s patented, innovative technology and asked the court to stop Securus’ unauthorized use. GTL is the only one-stop shop providing a full suite of integrated technological and communications solutions for the corrections industry. GTL’s diverse product portfolio features inmate telephone systems, advanced investigative tools, managed access, offender management and accounting software, inmate self-service kiosks, deposit and payment products and services, video visitation and a new generation of inmate entertainment and engagement technologies. For more than two decades the market has recognized Global Tel*Link as the leader in providing cutting edge, integrated solutions to the corrections marketplace. By contrast, Securus has a long track record in the “sue-and-settle” game. They’ve filed 12 suits over the last 10 years against 19 industry competitors, cornering companies into settling so as not to bear the burdensome cost of going to court. Brian Oliver, Chief Executive Officer of Global Tel*Link said, “Global Tel*Link has never been in the business of acquiring patents to then seek out competitors to sue them for infringement. This type of trolling activity has been Securus’ calling card for ten years, and it stifles innovation, threatens technology development and ultimately hurts customers.” Oliver continued, “We welcome healthy competition within the marketplace: it’s better for customers, it’s better for consumers and keeps all competitors sharp. We would prefer to let the market decide – as it has done – which company offers superior products and services. But, Securus’ tactics have nothing to do with fair competition. It’s simply the keystone of their “sue- and-settle” strategy, designed to intimidate. We are taking these actions today to protect our business, our customers and the marketplace we serve.” As Global Tel*Link moves forward to preserve and protect its reputation, it remains committed to providing, unabated, its best-in-class technology solutions and industry leading service and support. Customers should be confident that there will be no disruption of the services or technologies provided by Global Tel*Link. Global Tel*Link Intake Kiosk Identifies Counterfeit Money

FOR IMMEDIATE RELEASE August 7, 2013, Mobile, AL – Counterfeit bills pose a financial risk to correctional facilities throughout the United States. The Bergen County (NJ) Sheriff's Office has found a way to combat the spread of counterfeit bills with the addition of a Global Tel*Link OffenderConnect® intake kiosk to their booking process. On two recent occasions, the intake kiosk at the Bergen County jail detected counterfeit bills in funds brought by individuals as they were being booked into the correctional facility. In both instances, the bills were part of a large amount of bills deposited into the inmates' trust fund account. Bergen County officers were alerted to the presence of the counterfeit bills with the rejection of the bills by the OffenderConnect intake kiosk. Detecting counterfeit bills while being deposited by inmates at booking, rather than when the deposits are taken to the bank prevents the Sheriff's Office from absorbing financial losses from those bills, and allows the county to provide both the bills and the identity of the inmate possessing the bills to the US Secret Service for investigation. Prior to installing the OffenderConnect intake kiosk, the Bergen County Sheriff's Office absorbed all losses from counterfeit bills that were accepted from inmates being processed. "We have been hit with phony bills in the past," said Lieutenant Michael Russo of the Bergen County Sheriff's Office, "If you don't catch them (the bills), the chain of custody is broken, so even if you suspect who passed the bills, you can't tie it to them." Without an individual to tie the counterfeit bills to, there is no way to recoup the funds added to an inmate's account, resulting in losses for the county. Counterfeit bills are getting harder to detect as counterfeiters adapt to technologies designed to find the bills, making successful detection by technology like the OffenderConnect intake kiosk all the more valuable. "I think this machine is very effective at detecting counterfeit bills," said Russo. For a demonstration of the GTL intake kiosk, contact your GTL representative.

Global Tel*Link Adds Intake Kiosk To Automated Corrections Product Portfolio

FOR IMMEDIATE RELEASE March 27, 2013 Mobile, AL – USA – Global Tel*Link (GTL) introduces a new intake kiosk to its existing line of automated solutions for handling funds in correctional facilities. The GTL intake kiosk adds the ability for corrections officers to take inmate funds that are in their possession at the time of their arrest and booking, and quickly count and apply the funds to the inmate's trust account. The intake kiosk from GTL accepts bills in a stack so corrections officers do not have to feed bills one at a time, and utilizes a coin basket so loose change can be dropped into the kiosk for rapid counting of inmate funds. The new intake kiosk rejects counterfeit bills and non-money such as bus or subway tokens that may be in an inmate's possession. All funds taken by the intake kiosk are automatically applied to the correct inmate account and the intake kiosk produces a receipt for the inmate and the facility at the completion of the process. The GTL intake kiosk runs on the OffenderConnect software and integrates directly with other GTL applications like the industry-leading Offender Management System, eliminating time-consuming data entry. Transactions appear in the OMS accounting system automatically for simplified account reconciliations, and the intake kiosk creates an audit trail for every transaction. "Many of our customers have issues with money handling during the booking process. Funds get counted incorrectly, large amounts of cash get logged into property and become an issue of security; it just creates headaches for facilities and offers limited accountability," said Ron Meadows, Intake Kiosk Product Manager for GTL. "We needed to provide a solid solution that removed the potential for human error and made counting funds much quicker than the manual processes that most facilities were using. The intake kiosk does so much of this work, and does it quickly and accurately. By counting bills and coins simultaneously and then automatically applying the funds to the correct inmate account, we can really save the facilities a lot of time." For a demonstration of the GTL intake kiosk, contact your GTL representative.

Global Tel*Link announces GTL Data IQ, the most advanced and capable investigative tool for customers

FOR IMMEDIATE RELEASE Mobile, AL – USA – Correctional facilities across the United States are faced with numerous instances of inmates continuing to operate their criminal enterprises while incarcerated. Regardless of the security measures that correctional facilities use to mitigate these issues, inmates continually find ways to circumvent the facility's controls. Investigators need to pursue these criminal networks, identify the offending parties, and build a case against its masterminds. While the use of charting, visualization, and link analysis is often used in identifying networks for criminal investigators, the tools available today are more advanced and designed to handle the range of data needs specific to correctional institutions. It is this reason that Global Tel*Link (GTL), the leader in integrated correctional technology, sought out a partner that could not only assist investigators with their tasks, but also could provide advanced, in-depth analysis to handle the scale and complexity needed for this industry. The partner GTL chose is the leader in visual data mining, Visual Analytics Inc. (VAI). Together, GTL and VAI bring a new offering to the market; GTL Data IQ - an advanced data analytics and link-charting tool designed specifically for the corrections environment. Unlike common link charting, GTL Data IQ consolidates access to all internal and external data sources to expose interactions and relationships among inmates, visitors, and the community; as well as uncover deceitful behaviors, including long distance frauds, smuggled cell phones, drug trafficking patterns, and gang-related operations. By integrating with the data from Global Tel*Link's inmate telephone records, Offender Management System, deposit and payment records, video visitation information, and other data sources, GTL Data IQ can show linkages between inmates and their network. Investigators can identify high-risk inmates, unusual phone call patterns, suspicious fund transfers, and many other helpful investigative measures. According to Christopher Westphal, CEO of VAI, "Working with GTL on creating the GTL Data IQ product delivers a game changing platform to effectively address the big-data analytical needs facing correctional institutions nationwide. With data being collected from over 1.1 million inmates, GTL leads the marketplace in deployed offender management systems and together with technologies from VAI, we are able to collectively offer a cost-effective and easy-to-use system to deliver more insight. GTL Data IQ allows our clients to work smarter, become proactive, and stay ahead of the curve. " Through this partnership VAI brings it's advanced analytical and data visualization technology to Global Tel*Link's extensive network of correctional facility customers. Investigators at these locations and new clients can quickly take advantage of GTL Data IQ's industry leading investigative capabilities to cut down on the growth of inmate's criminal networks and help deliver a safer and more controlled environment. Brian Oliver, Chief Executive Officer, said, "Through our partnership with VAI, GTL has been able to acquire leading market technology for use in the corrections industry. The feedback from our customers regarding these applications has been unanimous, 'We haven't seen anything like this' and 'When can I acquire these capabilities?'"

Global Tel*Link Forms New Partnership – Raising the Bar for Inmate Visitation Management

FOR IMMEDIATE RELEASE Global Tel*Link, the leader in integrated correctional technology solutions, and Renovo Software, the leader in Video Visitation technology, have established a strategic partnership creating the most complete end-to-end inmate visitation management solution available in the corrections’ industry. Mobile, AL – USA – Global Tel*Link (GTL) has established a strategic partnership with Renovo Software to bring Renovo’s advanced Inmate Visitation Management Solution and Video Visitation technology to GTL’s extensive network of correctional facility customers. The integration of Renovo’s comprehensive inmate visitation management and scheduling software for traditional face-to-face, video and internet video visitation with GTL’s products will result in a superior product that provides correctional facilities greater efficiencies and investigative tools. GTL sought out Renovo Software, due in part, to their extensive technical expertise and a history of customer driven product enhancements. Anthony Bambocci, Chief Marketing Officer of GTL, stated, “We evaluated every major video visitation solution on the market – speaking to their customers and learning each system’s strengths and weaknesses. We found that Renovo far exceeded the industry in not only video visitation capabilities, but also the comprehensiveness of their management solution. Integrating their solution into our product portfolio means every one of our customers can take advantage of this solution, not just those interested in internet video visitation.” GTL’s decision to partner with Renovo was based on:
  • Reputation in the market
  • Comprehensiveness of the solution for all types of visitation
  • Feature set & flexibility to configure solutions based on customers’ needs and policies
  • Number of customer deployments
  • Customer deployments at all facility sizes
  • Customer satisfaction
  • Hardware neutrality and non-proprietary video technologies
  • Scalability and proven track record with complex customers
  • Ability to integrate with GTL’s technology platforms and solutions
For over a decade, Renovo’s extensive customer base has provided input and feedback that has resulted in continuous improvement and refinement of their product. The outcomes of these improvements have been solutions that not only make facilities safer, but also more efficient with their limited resources. Tim Eickhoff, co-owner of Renovo Software, stated “Inmate visitation management is more than just webcams and monitors; it’s about the comprehensive scheduling, management, and investigative tools that empower facilities to become more efficient.” Eickhoff furthers, “By integrating our product into GTL’s Offender Management System, GTL Genesis In-Pod Kiosk solution, and GTL Data IQ investigative tool, customers will see unprecedented efficiencies in every aspect of their operation. This is truly unique to the corrections market.” Advantages are not limited to the correctional facilities themselves as family and friends of inmates will also see greater access to the visitation process. With this offering, loved ones will be able to schedule a visit online, from GTL lobby kiosks or from their smart phone; allowing them to select a visitation method (internet or onsite) and visit time that is convenient for them. Visits are automatically confirmed by the software and if the inmate becomes unavailable (e.g. the inmate has a medical visit) family members receive automated email and phone cancellation notifications. Inmates are also able to schedule visits directly from their housing units on GTL’s Genesis In-Pod Kiosk. Beyond visit scheduling, correctional facilities will also have access to new technologies that will allow them to offer not only onsite video visits, but visits over the internet. Bambocci states, “It’s important for GTL to offer solutions that reflect current changes in technology; internet video visitation is one of those offerings.” With internet video visitation, family and friends can visit from the convenience of their home. Mayor Vincent C. Gray Announces Implementation of Video Visitation for D.C. Jail Inmates

FOR IMMEDIATE RELEASE New Video Visitation Center Housed within the D.C. General Hospital Complex Washington, DC, USA – Mayor Vincent C. Gray today announced that the D.C. Department of Corrections (DOC) has moved forward with implementation of a pioneering model for inmate visitation via video conferencing. This technology connects inmates housed at the D.C. Jail with their visitors via the department’s state-of-the-art Video Visitation Center, located within the D.C. General Hospital complex. "I’m excited to announce this new visitation technology, because it will significantly streamline visitor check-in, improve the management of inmate visitation and improve safety and accessibility for family members and friends," said Mayor Gray. "It’s the right solution for our visitors, incarcerated persons and staff members at the D.C. Jail." The Department of Corrections’ implementation of video visitation is supported by a strong working partnership with Global Tel*Link (GTL), their current provider of inmate telephone service. GTL understands the District is a unique jurisdiction, but one that can benefit from the video-visitation technology the firm has implemented in large and small jails across the country. It allows for an increased number of daily visits (DOC will be able to double visits from 200 to 400 per day using the technology), reduces congestion and long lines for visitors, eliminates the need for invasive security measures (such as pat-downs and frisking) and cuts down on security-related and staffing costs. The D.C. Jail’s new Video Visitation Center is set go live on July 25th. This project has involved renovation of space in the D.C. General Hospital complex along with the installation of 108 video units and the supporting infrastructure (including 54 units for visitor use at the Video Visitation Center and 54 in the jail’s housing units, where inmates will access the system). The new video-conferencing protocol impacts the social visitation process for all D.C. Jail inmates as well as juveniles being adjudicated as adults who are in the custody of DOC, but housed separately at the Correctional Treatment Facility. The legal visitation process remains the same, with 24/7 access continuing in the jail. With video visitation, the entire process – from scheduling to the inmate/visitor connection – is made simple. The public now has the option of scheduling visits by telephone or through a secured website portal, after which they report to the Video Visitation Center on the specified day, confirm their scheduled appointment and begin visiting after being assigned a video station. DOC Director Thomas Faust is optimistic about the system’s impact in the District of Columbia. "I view implementation of video visitation as another step toward improving operational efficiency within the D.C. Jail," he said. "I am also confident that there will be marked improvements in facility security, with diminished opportunities for bringing all forms of contraband in to the facility."

Salt Lake County Sheriff’s Office makes arrest after using information from jail management system.

FOR IMMEDIATE RELEASE Offender Management System assists in criminal investigation. Altoona, Pennsylvania – April 1, 2010 – When conducting an investigation, being able to quickly gather data can mean the difference between making an arrest and having a suspect on the streets, possibly committing more crimes. With help from their new Offender Management System, the Salt Lake County, Utah Sheriff’s Office Corrections Bureau was able to quickly retrieve information from their database and provide a lead to the detectives who were investigating a serious crime. During the summer of 2009, the Sheriff’s Office was investigating a crime with very little information available to assist them in solving it. The detectives who were working the case turned to the Corrections Bureau for help. Armed with a brief physical description of the suspect, the detectives followed their normal routine and asked the Corrections Bureau to query their records in the jail management system. Instead of contacting the Information Services staff to perform a database query, the Corrections Bureau decided to utilize the newly purchased Offender Management System to perform the task. The Corrections Divisions Computer Liaison Sergeant, who was in a training session being held for the new Offender Management System, took the information and ran it against the corrections bureau’s converted data that was being used for training and testing purposes. Using the suspect’s height, weight, age range and a partial description of a tattoo, the Sergeant ran a query against the new system. Using the limited information, the query yielded a pool of 238 possible matches of current or former inmates. From those query results, a photo lineup was created and the sergeant was able to narrow down the potential offenders to two very likely suspects. Printouts of the two were made and handed off to the Detective Division. The detectives identified one of the potential suspects as a “person of interest” based on his place of residence being within a two block radius of the crime scene. Upon investigation, an arrest warrant was issued and the suspect was arrested shortly thereafter. “It was very gratifying to us that even before Go-Live implementation; the OMS was already being successfully utilized as an investigative tool and was of great value in solving a crime in short order” said Captain Richard Church, of the Salt Lake County Corrections Bureau. “This search was conducted during a training class to prepare the jail staff in using the OMS. They quickly learned firsthand just how easy it was to use and the types of information that could be extracted for use by other divisions and agencies. Our efforts to preserve and convert all possible existing data from our previous system paid off by making this information readily available.” The Salt Lake County Sheriff’s Office awarded Digital Solutions / Inmate Telephone, Inc. (DSI / ITI) a contract to install and implement their industry leading Offender Management System at the Corrections Bureau in 2008. In November 2009, the Offender Management System (OMS) was placed into production at the Corrections Bureau of the Salt Lake County Sheriff’s office. The Detective Division and Patrol Precincts, along with other local law enforcement and criminal justice agencies, now have the capability to export data directly from OMS without contacting the Corrections Bureau for assistance. This ability not only provides for quicker investigations by investigators, but ensures that corrections officers can conduct their responsibilities both safely and efficiently. Captain Church also elaborated on how the OMS will improve their experience. “This product is aptly named, at least in our case. The monumental change from a text based, mainframe database system was like night and day. While we previously used a system that was written in-house to preserve all relevant prisoner management data, it had extremely limited provisions for reporting and data extraction, which required a few staff with specialized tools and talent to facilitate that analysis. Now, the system is accessible by anyone with a computer, whether on or off-site, allowing for remote bookings by mobile data terminals, instant reporting at crime and major incident scenes, and easy access to all of the previous data to any authorized persons. Even the public now has easier access to more information than ever before, including prisoner images.” For those interested in learning more about inmate telephone services or software designed specifically for the corrections industry, visit the Digital Solutions / Inmate Telephone, Inc.’s website at http://www.dsiiti.com, or contact Mr. Thomas Brence by calling 888.222.3081. On July 11, 2016, Davidson County (TN) Sheriff Daron Hall announced the culmination of negotiations with Global Tel*Link (GTL), implementing some of the lowest inmate phone call rates in the nation and the lowest in the state for inmates in Davidson County correctional facilities.

Sheriff Daron Hall has long maintained his commitment to lower inmate calling rates, stating that decreasing the financial burden on inmates and their families is paramount to ensuring inmates receive family support which has been shown as a key factor in reducing recidivism rates.

Research agrees with the Davidson County Sheriff, repeatedly demonstrating increased communication with loved ones helps to maintain community ties that are crucial to reducing the probability of recidivism.

In a press release announcing the new calling rates, Sheriff Hall applauded his county’s partnership with GTL, stating “[t]he phone service provider, Global Tel*Link (GTL), has proven to be a fantastic partner by ensuring we receive the service needed and, at the same time, get a contract in place that accomplishes the goal of assisting inmate families”.

In addition, inmate advocates applauded the Sheriff for his leadership in lowering calling rates and the county’s choice to divert from a commission-based model to ensure inmates can easily communicate with their friends and family members.

This recent announcement further demonstrates GTL’s commitment towards reducing recidivism by allowing inmates to maintain a connection with their support systems, such as friends and family members, while serving out their sentences.
