A Service for Family and Friends
Family members and friends of inmates can set up an AdvancePay®
prepaid calling account for their respective
telephone numbers using credit cards, money orders, checks or through
Western Union. Calls that may otherwise be blocked can now be completed
through GTL’s AdvancePay®
program.
If
the party accepts the call, GTL makes the final connection so the inmate
and called-party can talk. After using FreeChat™,
the automated operator breaks into the call and begins the set-up process
for establishing an AdvancePay®
account so customers can accept future calls.
How
Does It Work?
AdvancePay®
allows inmates to call your number without the restrictions of standard
billing. When an inmate attempts to make a collect call to you and your
number cannot accept collect call billing, the AdvancePay®
automated operator will provide you with the option of setting up a
prepaid account with a Visa or MasterCard payment of either $25 or $50.*
If you do so at this time, you will be re-connected to the inmate and
the cost of this call will be deducted from your newly established AdvancePay®
account. If you cannot establish an AdvancePay®
account at that time, the inmate will be disconnected and you can call
1-800-483-8314 to establish an AdvancePay®
account at a later time.

Benefits:
Customers can rest assured that collect call charges will not reach an
excessive amount.
When
your AdvancePay®
account reaches the point where it cannot cover the cost of a one minute
call, the system will automatically provide you the option to add more
money to your account.
All
transactions occur in real time. When an inmate places a call to a number
set up with an AdvancePay®
account, funds are deducted from the account as soon as the call is
completed.
If
you would like to close your AdvancePay® account
and request to convert telephone units so that you may receive a monetary
refund of any remaining balance, you must notify GTL within 90 days
of the account´s last use.
An administrative fee of $5.00 will be deducted from the remaining balance
before refund to cover the cost of the account closure. If your AdvancePay
account becomes inactive, the account will be closed, and any telephone
units remaining in the account will be forfeited. An account is considered
inactive if no calls are accepted by the telephone number associated
with the account, and no payments are made into the account, for more
than 90 consecutive days.

What
if the inmate is released? Will I receive a refund for the remaining
funds on the account?
Contact
the GTL AdvancePay Service Department. We require a written
request to be mailed or faxed by the owner of the account
for a refund. GTL will endeavor to process refunds within
30 days, but no longer than 60 days after the date of the
last payment to the account, and only after GTL has verified
the viability of the payment method used. Most accounts that are
inactive for more than 90 days are subject to closure, and
any funds remaining in the account will be forfeited and no
refund issued*. An account is considered inactive if no calls
have been accepted by the telephone number and no payments
have been made to the account for more than 90 consecutive
days. A processing fee may be deducted from the remaining
account balance when the account is closed and a refund is

In
addition to the cost of the call, what other fees may apply?
GTL
is a regulated telecommunications service that is required
to remit payments to both state and federal government agencies
to help fund the general agency oversight of all of the telecommunications
industry. GTL is required to submit to the federal government
a percentage of the money it receives from completing calls
to support the Universal Service Fund. The amount of mandatory
contribution is determined by the federal government and changes
every quarter. This fluctuating percentage is applied to the
cost of every call. The FCC also requires telecommunications
carriers to contribute to the Local Number Portability fund
that enables people to keep their phone number while switching
phone services. Contributions are also required to the fund
that ensures that phone service is available to those with
hearing disabilities. Many states maintain their own Universal
Service Fund, which is separate from the federal USF, and
the mandatory contribution into state funds fluctuates, as
well. In addition to the federal and state universal service
funds, GTL files mandatory payments at the state level to
help the states fund their operations. Where permitted by
the pertinent agency, GTL assesses a fee to recoup the cost
of these contributions and the expense invested in complying
with these requirements. State and federal taxes that are
collected are marked as such on a paper bill, or deducted
from the balance of prepaid accounts on a per-call basis in
the form of a percentage of the cost of the call. Federal
USF charges are marked as such, and apply in the same manner
as taxes. The recoupment of the administrative cost of complying
with the federal USF program appears separately on a paper
bill, as does the line for recoupment of state regulatory
administrative compliance. In states that require tariffs,
these state charges are authorized by the state public utility
agency, and they appear in GTL’s tariffs. For accounts that
are paperless, the fee is calculated as a percentage of the
cost of a call, which percentage will fluctuate as the various
fees assessed by agencies fluctuate, but will not exceed 5%.
Calls to cell phones may be assessed a surcharge of 4% of
the cost of the call, exclusive of taxes and fees. Close

After
I have used my $25.00 or $50.00 prepaid amount, can I cancel the
prepaid account and have collect calls charged through my local
telephone company?
Once
telephone numbers are set up as an AdvancePay account, customers
are not able to switch to another form of billing. Close

the collect call rates more expensive when my telephone number
is set up on a prepaid account?
No,
AdvancePay calls are charged the same call rates as traditional
collect calls. However with AdvancePay customers are provided
the ability to monitor and manage their own accounts through
