Facilitating Re-entry and Reducing Recidivism through Inmate Educational Opportunities

GTL offers a comprehensive suite of Rehabilitative Education solutions that can be used by any type of inmate—juvenile offenders, inmates, probationers, parolees, and inmates working in prison industries. Available on a hardened inmate tablet, GTL uses a secure Learning Management System to provide over 65,000 pieces of credentialed content, including 20,000 practice exercises, 7,000 instructional videos, and dozens of self-help courses.

Education has shown to have a significant impact on recidivism rates—inmates who participated in correctional education programs have a 43 percent lower chance of recidivating than those who did not. The U.S. Department of Justice reports that 76.6% of inmates return to prison within five years of release, but education can lower that rate immensely:

  • Associate degree holders return at a rate of 13.7%
  • Bachelor’s degree holders return at a rate of 5.6%.
  • Master’s degree holders return at a rate of nearly 0%

With the opportunity to participate in education courses, inmates can gain ground and tackle their education shortfalls to lead meaningful and crime-free lives outside of a correctional facility’s walls.

Tackling the Stigma

GTL offers educational packages that fit the needs of all inmates, no matter their current education level. Starting with Foundational Skills, inmates can start on a path to success with packages such as Basic Reading, Basic Writing, Computer Literacy, and more. As inmates progress in their courses, they can tackle an accredited high school educational package, earn trade certificates, and study for a high school equivalency exam. Inmates have a personalized learning dashboard that allows them to complete courses at their own pace, and GTL, along with its content partners, can offer any type of course or plan necessary for inmates to achieve their goals.

Continuum of Education

According to the Bureau of Justice Statistics, nearly 80% of inmates will be released to parole supervision. And with GTL’s Rehabilitative Education solutions, those inmates do not have to stop learning. Instead, they can continue their educational training after release as a continuum of rehabilitation. GTL’s content covers both productivity and transitional competencies—productivity competencies offer skills, knowledge, and attributes that make individuals productive in the workplace, and transitional competencies help individuals secure employment and make progress in their jobs. Inmates competent in these areas are prepared to grow and transition into a new phase of life.

Real World Applications

GTL’s education solutions extend to prison industries, providing work training to inmates. 95% of inmates will eventually be released back to society, and it is important that they are well-prepared with the knowledge and skills to get and keep a job on the outside. Prison industries can teach vocational studies and their application in the real world, leading to internships in the trades or partnerships with colleges and universities.

Providing Gaming Options in Facilities Increases Security and Rehabilitation

As a leading innovator of corrections technology, GTL has long understood the importance of offering a wide range of technology and education products. To this end, one of the innovations GTL has developed for inmate tablets is a range of video games. GTL’s Game Center Subscription application gives inmates access to a facility-approved library of games that is constantly changing and expanding due to popularity and demand. In the almost two years since it was launched, the app has continued to be both a source of entertainment as well as a great education resource.

Although video games can’t be a replacement for education, recent studies have shown that they can be an effective educational tool in a variety of environments. Furthermore, educational video games can provide cognitive and behavioral training to their players, something Kurt Squire at the University of Wisconsin, Madison, asserted in his 2008 paper Video Games and Education. Squire describes players taking part in a “culture of participation… [and] setting up scenarios and exploring under what conditions they might work.” That kind of cognitive development could be key to helping inmates get ready to re-enter the outside world.

Beyond the educational and cognitive potential of tablet-based games, they also provide a welcome change of pace from the tedium that often accompanies incarceration. We shouldn’t forget how motivating it can be to have activities to occupy your time. At one facility in Pima County, Arizona, allowing inmates to have access to tablets and a range of approved content including games has resulted in notable decreases in suicide attempts and ideations, successful suicides, inmate on staff assaults, and inmate-on-inmate assaults.
